Orders the Council of Safety to pay George Ross, Timothy Matlack, and Henry Stagle £10,000 on account of the public service of the state. Signed by Benjamin Franklin as president of the convention; endorsed by Thomas Wharton, president of the council; and receipted on the verso by Stagle.
